The meetings and White’s demeanor in them changed the dynamic at the agency, says Daniel Gallagher, a Republican commissioner who fought with Obama’s first SEC chief, Mary Schapiro. “She’s down-to-earth, funny,” he says. “It’s harder to go out and attack initiatives or rule makings when you have that personal relationship with the chair.”
